It's used for a lot of things, like uncrafting things, turning items into shimmer items, swapping items with other items and so on. I recommend looking up the wiki for all the stuff you can and can't do.
2. There's nothing to get "fixed". If you really wanted to cheat, you could just use a world editor to look at the map.
Back to OP:
If you wanted to find the shimmer more easier, just look in the Underground between the ocean and the jungle. It can only spawn there. Sometimes it's just a bit closer to jungle too.
Theres actually a formula you can use to find its location. Alternatively you could just get someone with an endless bucket of shimmer to join your world :)
Anyway, new player created (hard core) New world created, (medium size, classic) in five minutes house built for guide, wood armour, wood broad sword etc, then went adventuring (eastward) before long found Crimson cavern entrance, mobbed by Crimera's and Blood Crawlers and killed within three minutes flat. Not my first rodeo, but I wasn't being very cautious.
Anyhoo, within eight minutes later (starting from the west most point of my world, I found the shimmer biome as my ghost self. You can't access the world map, but zooming out on the mini-map, you can screen shot it and now know fairly accurately as to where it is for future reference. Unfortunately the map data seems to be recorded only until the point of death, so the 'survey' up to that point was lost. Its also worth noting that ghosts don't emit any light so you are totally reliant on natural light sources to highlight what is underground.
It would be a cool glitch if you could save the map data from your ghost, but it seems not. I know there are map editors and such as mentioned, but that kinda takes the fun out of it.
If anyone knows how to save ghost map info, I'd be interested to know!
If you then start again, you'll find your player folder along with the map data still in the Players folder, but your hard core player will have been deleted, however, fish around in the recycle bin (windows) and you will find the Player and player.bak files, restore them to the Players folder to continue again from the point just before your demise.
...and yes, the shimmer biome is fun and useful. If I remember rightly, I was not aware of the update when I stumbled into my first Shimmer biome, it was cool! Lots to do there.
Well that was fun :-)
