In either event, if you want to immediately hit an end and turn around, then take a hammer and hit the end of your rail twice. It will change the end type to a metal fence-lookign thing, which will reverse your direction of movement when hit.
You use the hammer to build the track. Once it's built, you get on, summon, then pick up speed and shoot. The track does the rest.
But I should have been a little more specific. The bumper minecart ending causes you to change direction, with all of your speed, when you reach it in the minecart.
