How do I craft/get a tinkerer's workshop?

buy it from the goblin

Defeat the goblin invasion (natural or by crafting the goblin battle standard), afterwards you need to find the bound goblin tinkerer underground and free him, the goblin tinkerer then will sell the tinkerers workshop.

edit: you don't have the goblin achievement yet, so i assume you never fought them. go to the outer thirds of the map at daytime and kill some goblin scouts until you have 10 cloth. craft the standard from cloth and wood at a sawmill.

You buy it from the Goblin Tinkerer who will spawn underground after defeating the Goblin Invasion. You have to go and find him so that he becomes your NPC. You can buy the Tinkerer's Workshop (placeable) from him at any point.
