terraria stuck on uninstalling cant play???? help pls

months ago i uninstalled terraria to gain some disk space but now i wanna play it again, i downloaded mod loader, got an idea and wanted to see if i can run it with it only being in my library, didnt work without installing terraria, it gave me a option to play terraria but it didnt work, now my modloader keeps giving me the same error and terraria isnt starting, tried to uninstall it and now its just stuck in the uninstall screen

Try Restarting Steam in TASK MANAGER NOT the Alt F4 Way, Then The Game Will Revert The Uninstalling Then Uninstall and It Should've Worked
