So it says it boosts your movement and mining speed by 20%. Although I can kinda feel the effects (espec. mining), when looking at a stopwatch, my speed is 34 mph with sugar rush on and off so wtf? Is only the acceleration sped up?

speed boosts only effect acceleration if you have hermes boots on, without them it will increase both speed and acceleration, the exception is asphalt where it will increase speed even with hemes on

Items that allow sprinting will cap your running speed. Everything from lightning boots upwards will cap it at 34mph. That why you aren't seeing a difference.
