For me the answer is always number before quality, the dragon beeing bigger there is more chance for him to multi hit moonlord parts.\
But hey, that is my opinion.
But how much stronger does it get? 9 minions that are 15% stronger is 9*1.15 = 10.35 which implies the extra power more than compensates for the lack of a tenth minion. I suspect the actual math may be more complicated than that, however.
You could even stack an Avenger Emblem as well, and replace that with a different item in the process of summoning the dragon.
Also be aware that you can equip both a Necromantic Scroll and a Papyrus Scarab at the same time, so you should do that if you can too.

You can do both. Papyrus Scarab, Necromantic Scroll, and Hercules Beetle can all be used at the same time.
