Tally Counter won't drop in Harmode Dungeon?

I've been grinding for two days now in the hardmode dungeon and have killed over 500 armored skeletons but have not gotten one tally counter drop, is this a bug or am I just having extremely bad luck? I've gotten every other item that could possibly drop in the dungeon

Got one after killing 100 cursed skull, 900 angry bones and 250 dark casters T_T
mean 1250x 1% drop.....
