Tshock - must have plugins

Can someone experienced with managing a tshock server suggest me must have plugins?
1. I dont want players to cheat - basically maintain server side inventory
2. I want players to be able to protect areas, chests
3. And any admin plugins.
and anything you think would be necessary for a "happy" server.

Also if I'm violating anything by posting this here, let me know.

How many players are you planning on having on? and if it's going to be a normal server no cheating, then what if a hacker spawns items in? What are you going to do then? What if someone spams bosses? You ban them? There's a plot of land nobody can do anything with now. Someone could just build a wall to the top of the world and claim it. Boom. Nobody can get past. Terraria servers are either small, or big and cheaty. There's no way to have a open server, no cheating, and not be overcrowded. Even if there's only like a 20 player limit, hundreds will cycle through, build, claim land until there's nothing left. There. That's my rant. Sheez.

When 1.1 came out I played on a server. It didnt have many on it. About 20 I guess. That was the best experience I've had in terraria ever. There were no moderators. Just 1 admin. He managed it well. People could claim, but there was a limit. One cannot spawn items. They would be kicked out automatically due to some anticheat plugin. Pre hardmode was fixed until everyone got the best gear. Then one day when everyone asked, the server was changed to hardmode. We beat all the bosses legit and it was really fun. I'd like to relive that experience and probably provide it for the few that would like to tag along. Is it too much to ask??
