The hotbar can also be locked to prevent accidentally changing items (only prevents click-changes, scrolling and number key changes still function as usual).
Thus why I just removed that post, with the proper explanation above in bold. Wish I knew that information sooner. I'll be sure to always leave my hotbar locked in the future.
Also that wiki is bad. Use the Gamepedia one
When the hotbar is unlocked, you can click on the hotbar slots with your mouse (while your inventory is closed) to select/equip the item in that slot.
Locking the hotbar prevents you from doing that.
