Where's Tim T.T (Edit:Found him)

Been searching for awhile to find this son of a ♥♥♥♥♥ and kill him for the one achievement I'm missing. I mean I've killed him multiple times before but it was before 1.3 which was when achievements came out. Please appear so I can finally get on with my life. QQ
