Says it increases luck but does it actually affect anything or is it like the Love and Stink potions in which it doesn't actually do anything.

All I found about it was fan suggestions on the Terrarria forum to have a potion to increase drop rates of rare items to reduce grind.

probably have more chance of getting rare items on fishing or drops from enemies

You know your buffs usually have an icon on the top of the screen? If you consume a luck potion, it should tell you what it affects. If not, the fandom wiki says (which isn't official so take this with a grain of salt) "Luck Potion is a Pre-Hard Mode Potion that boosts Critical Strike Chance by 10% and gives its user 10% chance to dodge attacks."

Wasn't sure if you were aware. Some people completely avoid looking at those icons. I was one of those people. Don't take any offense in it.

Yeah I originally asked because I had started a new run and was checking crafting recipes for ladybug and saw the potion, wasn't sure what it does since the wiki hadn't/hasn't been updated with that info yet and I'm still pre bosses at the moment.
