Secondly, here's a few solutions I found. Doesn't mean that any will work, but they're worth a shot (if none do, we can search around some more).
Solution 1-Try running the game .exe as an administrator
Solution 2-Verify the integrity of Terraria's game cache
Solution 3-Ensure in Terraria's Steam properties that the overlay is actually enabled
Solution 4-Opt in to the Steam Beta Update. Go to Steam, settings, account, "change" in the beta participation section, then opt in to the Steam Beta Participation Update. (I don't know why this works, but someone said it worked for them. I put it as last since it'd be the solution to change up your system the most.)
Also, what are your system specs? At least, are you on mac, linux, windows, etc., and what version?
System is Windows 10.
Tried solution 2,3 gonna try 4 and 1...
It's been happening since 1.3 came out.
