Thick Mouse Edges Help
I really would like to be able to use the thicker mouse option but for some reason it isn't in my config.json file

I even deleted my config file so the game could create a new one, reinstalled terraria as well (thinking it was because my install of the game was from 2014 and for some reason the config file never updated) and nope, it just put the same file as before

Any help would be really appreciated

I can help with this, as i wanted to do it yesterday. Simply you want to go into the terraria settings. and find the Cursor Settings. Then Border Color and alter it to the color that you wish. Then change the Other color bars to change it from Black to the desired Color.

They Removed it From config and put it in the game options to make it easier but it just seems to cause complications.

In the new 1.3.2 updat, you don't need to mess with the folders :)
Follow these steps:

Open Terraria > Open Settings > Open Cursor > Click Border Colour > Figure Border Colour

Then your done :)
