2. No. Monsters spawn almost anywhere, regardless of light. Player-placed background walls, however, totally prevent spawning wherever they are placed.
Considering you made it to Hardmode, I'm surprised you don't have a stack of dirt in one of your chests already. :-P Anyways, if you're having trouble getting blocks, you could always get a Sickle from the Merchant and gather some Hay Blocks from all the tall grass and flowers growing all over the place. The dirt just needs to be on top, while you can use the hay as filler for those holes underground.
As for the Battle Potion recipe, it's:
1 Bottled Water
1 Deathweed
1 Rotten Chunk/Vertebrae
...at a placed bottle or an Alchemy Table.
Finally, you can totally use the Clentaminator to make a Forest biome! Just buy Green Solution from the Steampinker.
