Waterleaf not growing

i made a long line of sand blocks hoping to grow some waterleaf for obisidan skin potions since i have been unlucky and havent found any deserts yet, the sand was from my ocean. anyway they aren't growing but cactus is, (It's been 1 hour) so am i doing something wrong?

For waterleaf to spawn naturally it needs to be a desert biome.
