you cant, everything is lost, unless you have harddrive from old computer that is not formatted that had the data on it.
Are you sure? Terraria can use Steam Cloud and it's features to store and sync Worlds and Characters data but you need first to click a little cloud icon that should be below any World or Character stats to enable cloud features for it.
Push come to shove, you could replicate your old inventory as best as you can via a save editor or an "All Items" map, and then just blitz a new world back up to where you left off.
Else not, then the best thing you can do is to transfer from your old computer to the new.
