Axe of Regrowth and Moss

I'm reading online that the Axe of Regrowth is able to create moss on stone, but I'm unable to accomplish this. I notice that the feature is not listed on the item popup. Has this feature of the item been removed, or am I doing it wrong?

I believe the "create" is more accurately "spread". Try using it on stone near other moss, instead of in isolation.
(Note that I have never used the axe, and never used the staff pre-update to spread moss.)

Maybe the flower boots can spread moss from mossy stone to blanket stone? Worth tinkering maybe ....
