Why is the golden fishing rod achievement so common?

I thought that in order to get the gold fishing rod, you need to do at least 30 fishing quests. Yet for some reason, the 25 fishing quests achievement has an 8% completion rate and the gold fishing rod achievement has a 14% completion rate. Did 6% of the people cheat to get the gold fishing rod, or is there something I'm missing?

some probably cheated, but the achievment was out before tmodloader, which means that before, some mods most likely added the feature to make a golden fishing rod out of gold or something like that. Have a nice day!

u can simply go in an All Item World and get the fishing rod

I'm not asking for the item, I don't care about the achievement that much, I'm just confused on why its so much more common than it should be
