Terraria starting on second monitor

Every time I start Terraria, it starts on my second monitor. This means every time I want to play the game, I need to go to resolution settings, disable borderless, change the resolution down, drag the game to my primary monitor, then reapply the settings. Rarely, even this doesn't work as it just jumps back to my second monitor after going fullscreen again. Is there any way (such as Steam launch settings) to force the game to start on my primary monitor?

Are you certain your second monitor is not set to your primary? (is it just terraria starting on that screen or all apps?)
