All my other games work flawlessly.
I tried deleting and reinstalling Terraria many times, and it ALWAYS fails to launch. It has been this way for months!
I realize software is complicated to develop, but come on ReLogic, this goes way beyond the pale. It's totally unacceptable to charge money for software that 100% does not work.
This may not solve your problem but you won't know until you try it. It solved the problem for me when I had the same issue.
There are no files in Documents. I have never gotten Terraria to boot up, so there's no way I could have any config or save data. It has literally never opened, ever.
This is a brand new computer that I just installed a fresh Windows 10 onto. It is a mainstream logic board, GPU, and CPU. There are no weird third-party software on this machine, it's 100% virgin.

No, I don't have anything running in the background except for Steam, obviously.
Even with a fresh install, having already deleted config file, I have always had a config file at this location.
Install .NET Uninstall Tool from here: https://docs.microsoft.com/en-us/dotnet/core/additional-tools/uninstall-tool?tabs=windows
Follow the steps listed on the github page (https://github.com/dotnet/cli-lab/releases)
Launch Terraria
My problem was old ass leftover frameworks. After removing them all, it runs like a dream.
What did help though was running terraria.exe directly.
