I don't quite understand the concept of a 3rd party "world generator" and what would it do compared to ingame world generation?
Also from what i recall TEdit has option to generate a world.
A mod for tModLoader called TerraCustom exists; I'm unsure if its updated, however, as I haven't played in some time and I recall it taking a while to update to updated tModLoader versions, but I'm sure you're aware of the setbacks that come with using tModLoader. Well, if you care about using 1.4, that is. Judging by the comments and your post request, this seems like it may do as you wish; it may alter some of the naturally generated stuff that you may care about, such as increase, say...demon altar count, etc. It can also allow for your world to possess several more crimson and/or corruption biomes, allowing for the world to also possess both biomes at once. Be warned however, that when selecting this preset, that whatever biome is listed first (e.g. crimson & corruption), the world will actually be selecting the crimson as the world evil, meaning there will be a crimson dungeon chest (don't think there'll be a corruption one), as well as having the crimson generate when the biome V forms upon entering HM. Another mod, called "Large World Enabler," allows for the increase of both height and width of your world (both at once or only one at a time). This only works if you have a bountiful amount of RAM, and a bit more of a beefier computer, however. Personally, I have never gotten this setting to work, but of course, you are free to try so for yourself if you so choose to play with these mods.

The downloads on these pages may be severely outdated, as many mod downloads on forum pages often are, but once more, I am unsure if that is the case. As you will see on the wikis, using these mods are also a little bit different than your generic install & go process with regular mods. You'll have to download a mod in the server browser, and then, download something from the forum page in itself; this will then be extracted in the main Terraria directory, I do believe. You'll then want to launch Terraria through the custom world builder EXE, generate the world as you please, and then launch the game regularly through Steam or wherever else as you would with your standard tModLoader.
