Report a translation problem
The Merchant is in his liked biome, the Forest, which provides 94%.
Let's focus on the forest for now:
I have the Merchant, Nurse, and Armsdealer. Merchant likes the Nurse (liked NPC) and is in the forest biome.
He should sell it, but he doesn't. So what's going on?
im pretty sure you need more npc's he likes more npc's around.
There are some issues with happiness values rounding that may cause some NPCs to not even sell Pylons when they should.
Gotta wait for the hotfix or use different npcs to get certain pylons.

Golfer + Zoologist -> Forest + Guide (likes Zoologist)
I figure I will have the Golfer and Zoologist in the same building and the Guide about 25 tiles or so away in another building. The Golfer doesn't explicitly hate or dislike the Guide and the Guide doesn't dislike or hate the Golfer but it remains to be seen whether or not their disposition will fall if they are closer than 25 tiles.
For the desert I have:
Arms Dealer + Nurse -> Hallowed desert + Dye Trader (likes Arms Dealer)
Note that the Nurse likes Hallow and the Arms Dealer likes the desert so, when comes hardmode and the desert they are in becomes Hallowed, they will both be happy. Though, again, I am not sure if the Dye Trader being closer than 25 tiles to the Nurse will cause any issues.
For the snow biome I have:
Goblin Tinkerer + Mechanic -> Underground Snow
What I plan to do here is find the depth in which the surface becomes underground, then make a single building with a room above the underground for the Mechanic and below for the Goblin Tinkerer. Other neighbors haven't been planned yet.
For the underground I have:
Demolitionist + Tavernkeep -> Underground Hallow
These two both love each other, apparently. They will start off in pre-hardmode in a normal cavern base, then hopefully it will become Hallowed and both of them should be happy.
For the jungle I have:
Witch Doctor + Dryad -> Jungle + Painter (loves Dryad)
The Painter + Dryad exploit introduced in 1.4 has been fixed in 1.4.1 so that the Dryad no longer loves the Painter but the Dryad and Witch Doctor still like each other so the Painter will be a neighbor.
There are of course all of the other NPC's to figure out and a lot of them may become hermits. The Merchant in particular is proving to be very tricky to match so - for the time being - he will probably be a hermit.
