Reset achievements
Is it possible to rest my achievements? I know I'm not even done yet, but I really want to start anew!

in-game achievs:
1) back up your Players and Worlds (Documents\My Games\Terraria) and the .json files
2) uninstall and reinstall the game and set your settings again
3) place your players and worlds back in the folder (be careful to not auto-complete achieves by loading a character who already has gold rod/terra boots/ etc.)
4) enjoy re-earning them

steam achievs:
no idea

Don't use this. It's a fast way to wind up with a perma-ban on Steam.

You can't delete your Steam achievements, they're unmodifiable without risking getting banned off Steam. Each character has their own individually-tracked achievements, which you can re-earn. OnixDark did a pretty thorough explanation of how to go about doing so.

You won't get banned if you're smart with it.

To clarify: don't have any steam games open and you'll be fine

I have used it a lot of times and I'm still here. I only use it for removing achievements, not completing them.
