You just have to wait until some appear. Any desert, on sand tiles, except in the Ocean biome. Wait until it's raining so it blooms and you can gather seeds to replant later.

They grow in the desert, also if you have more questions I would suggest having the terraria wiki open in a browser

do they also just grow over time in desert? i didnt have any in mine and dont want to wait until it rains in another world

Chances are you killed them on a random adventure. Waterleaf spawns in the desert and only drops seeds during rainy weather. The adult plants can be uprooted very easily in battle. Be careful with them and try to get a protected farm area set up.

alright and does placing water on it work?

Depends on the game version. The Wiki is your friend. Buy a second monitor and keep it up always. ;)

AFAIK it doesn't work on PC and current-gen consoles.

Waterleaf and Deathweed are best candidates for your plant farm, since they don't bloom often and you don't want to have to go out and hope you'll find some blooming plants each time it's raining or on blood moons - do it once or twice for each plant and you won't have to worry about them anymore (just harvest them from your farm and replant each time there;s an event the plant needs).

Edit:

You know, you can just open it in steam's overlay for quick access...
Even alt-tabbing isn't a problem, since Terraria isn't very demanding game (and it even pauses unless you use steam overlay)
