I don't think those exist, but there are mods that can change weather through a keypress

i know calamity has one, you get it from one of the bosses as a drop

Calamity has the Torrential Tear which summons rain when used. It used to drop from the Desert Scourge, but was moved to the Abyss in later versions.

According to the wiki, no, it can be used repeatedly and will stop rain if used while it is raining.
