Prismatic Lacewings only spawn between 7:30 PM and 12:00 AM in the Hallow after Plantera has been defeated, a battle potion and water candle can help a lot when hunting for one.

They're pretty common and spawn in any hallowfied biome including desert and ocean even. To get them to spawn you might wanna add some water candles, battle potions, do it during a blood moon, and if you wanna catch them get the critter book from the zoologist along with a bug net from the merchant.
