Just leave it running & see if it works.
I should've noted that it opens perfectly fine, instantly while online. I'm guessing this is a steam related issue.
Take a look in Task Manager. Does it show up in there?
oh and I take it you're running vanilla Terraria - no mods?
Yeah, it runs in the background processes and never launches.
Also, yes, no mods.
Ok, I'll try, if worst comes to worst, I'll just play minecraft for 2 days. lmao

What worked for me was actively putting Steam in 'offline mode' and then opening the game.
Yikes, if Terraria takes 30 minutes, let alone 5 minutes to start up, there's something seriously wrong with your machine. I'm on a system with a ~12/13 year old CPU and a basic SATA SSD and it takes just a few moments to boot into Terraria.
Forcing Steam to offline mode just tells the game that it is useless to wait and it launches all right but probably without those saves that are stored in the Cloud.
One more reason to never use Steam Cloud storage. It's glitchy anyway and often corrupts or just loses saves.
Switch all your saves (worlds and players) to local storage. There is that smaaaaall button on every world and player in the game main menu for that. And then just turn off the entire cloud feature for Terraria in the right click menu for the game in the Steam library.
