use calamity mod and defeat desert scourge 3-4 times you will get all weather&fishing accessories
desert scourge's hp is around 2000 so you can easily get it

Can confirm, yes. it does drop from desert scourge. "Thanks, random internet stranger" - My Desperate Friend
