Is there any ways to turn the rain off?

No, weather is hard-coded into the game. You can disable it in Journey, as said. Outside of it, no.

It's a gameplay event. It spawns unique enemies like flying fish and critters like walking goldfish.

If you start your own server with batch file,you can type command to stop rain

Hol up i can't remember exactly but i saw a thread about Terraria 1.3 with issue opposite to yours complaining about rain particles missing.

It turned out it was "bug?" with one of the graphics settings but i do not remember which setting that was or if it still works the same in 1.4

You can try lowering your graphics quality or setting it to auto if you haven't already. Tinker around in the game's settings and you might figure out a way to improve it.

Try disabling storm effects in the settings.
Not sure if that actually stops the rain particles from spawning.

It may still reduce the number and/or complexity of shader passes.

Journey mode is a mode that is modifiable to be either incredibly easy or insanely hard with use of a power menu. Its comparable to creative mode in Minecraft if nothing else. You can make yourself invincible or turn off enemy spawns so that is why people think its easy. You can also not use god mode and turn spawns up to a max of 10X normal rate as well as adjust difficulty from easy up to master mode just by using a slider. Its just another way to play a sandbox game how you like your sandboxes.
