The in-game settings menu doesn't give the borderless on/off option
In the meantime, you should be able to edit the setting through the config file.
Navigate to:
/Documents/My Games/Terraria/config.json
Use any text editor to open the JSON file and look for/edit the "Fullscreen" and "WindowBorderless" keys.
For borderless-windowed mode:

For fullscreen:
for me it doesnt show the option at all and im stuck in bordered windows mode
You have to seek for your TML's config.json.
Usually at documents - my games - terraria (at least on GOG version).
Open up the config.json with any editor you like and seek for these parameters:
Fullscreen, WindowMaximized and WindowBorderless.
By setting those with the values as followed:
"Fullscreen": false,
"WindowMaximized": true,
"WindowBorderless": true,
you will gain a full borderless window form.
Also consider double checking your width and height, as sometimes, the window will subtract the taskbar and whatnot from the 100% total v/h size.
"DisplayWidth": 2560,
"DisplayHeight": 1440,
In my case for a 2K resolution.
