it doesn't matter which weapons you use or which playstyle or if they both mage accessories.
One rewards you for being hit, the other punishes you for continuous fire.
On normal the mana flower is useless compared to cuffs.
On expert/master you don't get hit, so the only option is the flower.

I'd say use the Mana Cloak and then the Celestial Cuffs.
