There are two ways in which you can reset achievements.

The first way is through Steam: Enable Family Sharing for your first account, create a second account, and play Terraria with that second account.

The second ways is through a third-party program called Steam Achievement Manager (SAM): https://github.com/gibbed/SteamAchievementManager

Some games allow you to reset your achievements with a button and Terraria doesn't seem to have one yet from what I saw so if there is enough demand for a reset button then Re-logic might give us one.

You can't do it with your specific account without family sharing or a third-party program.
Try using SAM.
The author of this thread has indicated that this post answers the original topic.

Right-click Terraria in your library > Properties > Updates > Uncheck "Enable Steam Cloud synchronization for Terraria"

It's only for the in-game achievements, yes. Steam achievements cannot be removed.

This would be really good for that guide that tries to complete the game in fewest achievements possible, right? I was wondering how one could enjoy that, without buying the game again. Seems interesting and fun.
You can use steam share to share the game to a new profile. You can also manage the achievements of the shared game on the main account.

Correct. Since your post was asking about in-game achievements and not Steam achievements, I decided to do a quick search and provide the answer to your question, because the others have failed to read it properly.

For Steam achievements, you would need SAM or a family share account, as was suggested.

I'm very surprised you made that comment about how to remove in-game achievements. Not many people know how to do that. Very impressed.

I didn't know that until recently and a very quick search led me to an old thread (from 2015) where I found the solution. Nothing impressive about using search engines...

Sorry to be random, but do you make mods for terraria or something? you have talked alot about some mechanics that I'd imagine you'd have to read the code to know.

All he gave was a file path and a file to delete lol. Hows that have anything to do with reading code?

Like I said, you you said certain things about the mechanics and such that I doubt most would be able to be observed. I am not giving you hate or anything, rather you seem like someone that actually knows about what they're talking about. No offense though or anything, sorry if it seemed like I was putting you on the spot.

He just said he googled how to do it thus no work out knowledge was needed minus copying a basic guide. If you cannot use windows explorer to even that degree then god you need a lesson lol.
