Can play Character without a .PLR file, would like to know why/ where I can find it?
For Context, This has only happened to a single character, who I lovingly named McGay Guy, just because, The charcter in question is quite old, probably 2-2.5 years old, maybe older. Old enough at least that the original world he was used on doesn't have a world seed that I can copy.

Going into Terraria's doctuments folder, the player folder is empty unless I had made a character recently, despite that I can still play him, his inventory is always up to date, nothing weird in game, etc.

However, if I use TmodLoader, I can't play him, he doesn't show up, same thing with any mod that I manually install, or atleast all of the ones that I've tried. If I uninstall the mods, he shows up again.

Now recently I had gotten a new computer, maybe 1-2 months ago, to play stuff my old toaster laptop couldn't. As expected every world and every player I had was no longer available to play, not without putting them on a USB and manually putting them in atleast, with the exception of McGay Guy, Who was there the day I downloaded the game, with all his stuff and everything.

So I figure that the old way players were stored was on a cloud system, or that was how they used to backed-up or something along those line, but would like to know for sure, and if I'm right, would like to know if I can download his .PLR file.

Typically, the .plr files not appearing in the games folders may be because Steam Cloud for that one character is enabled. But I suppose that's not the case for your one character, so I can't think of another solution.

As for tModLoader, do mind that tModLoader and the normal Terraria are two separate executables with folders for their own. They are found in the same directory in C:\Documents\My Games\Terraria(\ModLoader).

EDIT: And as a little side note regarding Steam Cloud: Consider keeping it disabled since it is known for causing problems regarding files messing up which can range from file corruption or even loss.
