No, you can only bomb/mine it off or clentaminate completely.

Lost my ocean for a bit. Used Clentaminator to clean it up and went on to other things. Later, the ocean pylon is offline and the NPCs are back living near the spawn point. Clean the ocean again. This time going slower and being more precise with the green solutions. Things go back to normal and look good on the map.
Third time ended up digging in to the blocks and found the source, rooting it out. Was a few blocks that were just outside the reach of the Clentaminator from all directions.
Tunnel around and through making grids out the important parts of the map. That way, it can only spread so far. Normally done in pre-hard.
Putting things in the way only works prehardmode and not in hardmode where it spreads beyond adjacent blocks.
This was changed back in 1.2. So no longer the case.
