it's very easy though you just need to have i think 2 npcs at least within 250 blocks of each other in the same biome for it to work.
to buy them you need to inc. happiness from at least 1 npc to the max. I know this b/c i tested it and had 2 npcs in the truffle biome (none of them like it) and the truffle was still happy and sold it.
Also to add if you have multiple biomes overlapping and a happy enough npc they will sell all of them. Said truffle sold the hallow pylon, mushroom pylon, and jungle pylon.
Pylons have to have it in their respective biome. The only one that will work anywhere is the universal pylon but that requires the zoologist to obtain and you need 100% bestiarity completed. To do it you need to terraform a bit. Since some enemies like dark mummies / light mummies only appear in hallow deserts or crimson/corrupt deserts. Also unless you use the dual biome seed(s) you'll need to make at least 1 crimson/corrupt biome to farm the mobs until you researched them i.e. killed them enough time or for things like pets or fish ran into them enough times.
6 to 5 pylons are worthless ♥♥♥♥♥ when you realize you can only use them in their respective biomes and only 2 can work at any one time as well as need npcs to work (at least 2 near it). Better to just make a rail system or use teleporters with wire (which you can't see or remove unless you have the wrench, goggles, or wire clippers.
You buy the Pylons from NPC's who sell items; Merchant, Demolitionist, Dryad, etc.
There are two requirements for a Pylon to appear in a NPC's Inventory:
1. They must be housed in the biome proper for that Pylon. (i.e. if at beach they sell Beach Pylon, if at Jungle they sell Jungle Pylon.)
2. There must be at least two "happy" NPC's to form a "town." Under these conditions Pylons can be sold and also used.
Keep in mind for a Pylon to work there must be two happy NPC's housed nearby and you must have at least one other Pylon active to travel between.
Don't listen to what other's have to say, the Pylons are super useful and you can get them pretty early on as well thus making world traversal a lot more easy.
What do you mean by only two work at a time? You can obviously only travel between Pylon's you have placed in their proper biomes.
I will contend they certainly aren't worthless though, they are faster than a minecart and you can get them way earlier than teleporters and the materials needed to make gigantic map spanning teleport systems.

i had a truffle solo in an above mushroom biome in the jungle with some hallow nearby and he sold all 3 (he was all alone no npc for a while the witch doctor was deep in the under ground jungle) yet he sold all 3 pylons (mushroom, jungle, hallow).
idk if bug or just lucky.
