why would you think that ?
1.4 changed the requirement for a Tundra biome to 1500 blocks of snow/ice.
probably still possible to create sky island biomes with it (1500 isnt 2 big i think)

It doesn't as far as I've tested it. Maybe it should count, but it doesn't.
@TE: If there's a mechanic, you can create an artifical lake with Pumps: https://terraria.gamepedia.com/Pumps. Else you can go for Wet Bombs to be found in Obsidian/Hellstone Crates.
But's I'ld recommand just skipping those fish until you've killed the first mechanical boss and got access to a Clentaminator. No fish in the world is worth the trouble.
