If you want to make clouds... Go find real clouds first in the upper regions of the sky.
Then you dig up the real clouds so you can use the blocks for yourself (And look for a Sky Mill if you don't have one yet) You can even craft stuff like snow clouds that drop cosmetic snowfall to do with your ice palace theme.
Grav potions that let you flip gravity seem to be the most convenient way to find them in the first place (Though have a catch 22 need of harpy feathers to craft, but they are semi common loot from various sources). I tried the whole "Use meteor shot and see if it bounces down from the sky" but I always blow through a full stack of ammo before turning anything up that way.
But sometimes the overly literal approach is the best approach.
