I was thinking what if some server configuration files can be the reason? If after I deleted them it fixed a bug, so my friend connected successfully afterwards.
So, what you need to do:
1) Open Terraria stored files on your Documents folder: C:\Users\<username>\Documents\My Games\Terraria (For Windows 10 and Windows 7 path might be different, C - is a system drive by default. If you have you operating system installed on different drive, you should have a look there)
2) On Terraria folder search for next files:
achievements.dat
config.json
favorites.json
input profiles.json
servers.dat
Once you find them just delete it. Do not forget to make a backup just in case if will need these files.
3) Run the game, host the multiplayer game (just as usual, leaves turned on friend access via steam) and wait till you will join the game.
4) Deleted files mentioned above will be created automatically, and it should solve game connection issue. Invite your friend via Steam and hopefully after he try to join the game it will work.
