TEdit is a world editing software that's widely used. You can read about and download it from here (https://forums.terraria.org/index.php?threads/tedit-terraria-map-editor.43822/). With one of its tools, you can manually but quickly replace the dirt, grass, sand, etc. of your surface with snow blocks. Any trees, grass, cacti, or other stuff previously on them stay though since TEdit doesn't actually run the map; it only edits the stuff on there.
You could also just create an artificial snow biome, but I wouldn't suggest it considering what it's worth. Also, are you sure you want a world full of snow? In expert mode, going into water while in a snow biome slows you down by a lot and for a while. It's kinda annoying, but I guess the snow is worth placing platforms over water.
i just gonna build a large zone of snow to feel like we were in a really big zone of snow, but i will leave others parts too.
