You kinda need to do this for your pets, too, whenever you die.
Minion staffs are tools and as such they should be in your hotbar whenever you use them. What you're asking is like having a slot for your melee weapons and magic weapons and ranged weapons as well, so that you don't need to select them on your toolbar. If you aren't playing the console version and/or using a controller then you don't need a button for everything you use.
Also, if this is a drawback for playing with your inventory open then don't leave your inventory open.
And the difference between a staff and like any other weapon is it is a one time use. You summon your minion(s) and then forget about it until you die

True, but any character can still benefit from a melee weapon, too.
I am not as much against a separate summoning staff (whatever makes the game easier/more convenient, right?) as I am against the idea of picking favourites. You would then get people asking for slots for other weapon types as well, and many game developers might look at this and think "We should have players choose their class during character creation" which would not be fun in Terraria.
I don't think you would be able to avoid that sense of favouritism if we were given a summoning staff slot. They're still weapons, they still kill mobs, and - yes - you can swing them like any other weapon. Usage time modifiers like Hasty prove this because they work for summoning staffs, too.
Plus, in most Summoner loadouts you will find most characters using multiple staffs, anyway, so in terms of what you will be doing with the interface will be the same. More, even, because you'd have to get into your secondary accessory slots. A lot easier just to select your staff from the main inventory.
