Turtle Critters, spawning conditions?

I want to build a critter spawning station and I have all those statues... but I cannot find those turtle's / jungle turtle's ...

My jungle is bordering to my ocean, I build a town at the ocean, when I go into th Jungle there are always turtles, jungle turtles and water skippers there (or ducks). I suppose it's some none-monster hybrid biome.

Turtles spawn on water.
I had some spawn in forest biome from my artificial lake.

I've scanned the forest and jungle biome's near water extensively. I've also done this near/around towns in said biome's. Caught like 100+ frogs, a bunch of ducks and goldfish but still have not seen a single Turtle Critter.

Normal turtles spawn in water in forests or in water near living trees (anywhere above 0 depth)

Jungle turtles just spawn in water on surface jungle.

Well that's what we all know the wiki implies; but I havn't seen a single one in many hours of trying to get them to spawn.

Edit: After 300+ Frogs, countless Arapiama's, a dozen Ducks/Mallards and some Goldfish I found my first Jungle Turtle swimming in a sizable body of water at the jungle's surface. Going to go ahead and conclude it is just rare.
