Because it's fair. Other class weapons also drop from various places and it would be too boring if you'd get just everything thrown at you. My opinion at least.
A lot of weapons are good based on how attainable they are/how good they are in battle. Summon weapons are very rare and are still not as good as other weapons you can get at the same tier. Why make it more annoying for less reward?
And at least with this update you get actual weapons to defend yourself with, instead of having to solely rely on minions to protect you. The Ivy Snapthorn is pretty easy to get and does a decent amount of damage.
The blood moon ones are where I have to draw the line though; like who wants to sit there and just wait to get a blood moon, not get the weapon, and do it again.
Any other class can get an op weapon from where they are in the game relatively easily (like a ranger getting a stormbow) and just say "see ya" to the summoner still grinding for their dang weapon.

That being said, only niche summons and weapons are rare. Pre-hardmode you can just go with bees/imps and an that thorn whip, all easy to get. Can get you through most of pre-hardmode really. Once you hit hard mode, just getting spider set and cool whip is enough until you can get other easy to get weapons/summons.
And considering that you can create new worlds and delete them again to look for a finch staff, it's really not hard to get either. I'm just glad they got us a feasibly obtainable starter summon. As the slime staff has way too low a drop rate.
Imo, no class should rely only on their chosen "class weapons". Playing a ranger? At least bring a melee weapon with you. Melee? Bring something ranged. Mage? Bring something not relying on mana. Summoner? Bring something ranged as well. And heck, every class can summon at least 1 minion at no detriment whatsoever, so why wouldn't you?
