I'll look around and see if I can find anything.
Have you tried going to the local files of Terraria, and deleting the game folder,
then re-installing? That could potentially fix it.
Also try restarting Steam, and your PC (could be a problem with cache files that steam needs to access).
Hmm actually, I don't believe Tmodloader has been released for 1.3.5.3,
So in order to use 1.3.5.3 you'll have to remove the mods.
I remember doing this back when I had the same problem,
Mods: I run with Tmodloader, on 1.3.5.2
No Mods: I run on 1.3.5.3.
Like, chippy playing and have the water effect, i dont, or new background, is it from 1.3.5.3?
I'll check when I get home, but likely there's an updated version of Tmodloader now.

The big reason for them not updating the mod loader is it would break support
for many mods, (the majority of them). But, you can try installing this from below.
The first thing I would do, is download the latest version of tModloader. (Link below)

Completely off-topic, but I'd like to recommend a mod if you haven't tried it.
Terraria: Overhaul. That is by far my favourite mod.
You've probably tried it, but if not it's worth a shot.

This is the same method I used about a year ago.
Honestly, would have thought they'd have made a new version of tModloader by now XD.
If you have any mods installed and you try to reinstall - which was I imagine one of the things you tried to do to fix this issue - your game will not reinstall properly. I do think you may be able to fix this if you reinstall Terraria but you will want to uninstall or delete any mod files in order to do so. Terraria might not even be able to update properly when you have mods installed because in order to use a mod you need to replace the executable.
In any case, I recommend uninstalling Terraria and then going into Windows Explorer and deleting the entire Terraris folder within your Steam folder. Then try reinstalling Terraria from Steam. See if that works.
EDIT: This shouldn't affect the Terraria files you have in your Documents folder but just in case you can make copies of your Players and Worlds folders, then paste them elsewhere, and you should be good.
