Low GPU usage

Someone can help me? My gpu is getting aroun 60% usage and 30 fps, but my game runs slow, im using intel core 7200u and amd r5 m330, used to run it at 60 fps without problems, but after a windows update all my games run slower and my gpu doesnt use 100% in any game, i already updated my gpu drivers, checked my energy plans and is still the same

if the usage is low thats good, it means it's not overwhelming it. as for the fps drop im not sure what you can do to fix it. you could try changing the priority of terraria using task manager, perhaps to above average or high, aside from that idk
