how much i can build a base up to dont make it spawn wyverns and harpies?

get a depth meter so you know your elevation and build it below the bottom of floating islands height which the islands themselves are at the top of the surface layer just below space layer but their trees can stick up into bottom of space. it will be somewhat of a guessing game i am sure but it can be done.

also i would not build it near a floating island and wouuld not use any natural blocks for building it as a guarantee to not spawn mobs on those blocks....ie use crafted blocks only after you figure the whole height thing out on your map. ie dont use dirt/grass/stone/etc.

If you're bringing npcs with you, it doesn't matter since mobs don't spawn. If you get a blood moon or other similar event, move away from your base so no npcs die.
