are they from only underground jungle or what, iv been fishing for a while and have a lot of gold, iron, and normal crates from surface jungle

Jungle Crates are caught anywhere in the jungle. It doesn't matter if you're fishing on surface jungles or underground jungles. If you have high fishing power, you have higher chances of getting crates.
