Why is the cursor mining and placing on different blocks than the ones my cursor is over?

I just want it so that when I put my cursor over a block, to mine that one. Not to mine the one behind me, or around me, just that one. Can somebody please explain the lock on priority, smart block placement,and smart cursor mode. I hate it.

go to settings turn off the ting above ato pause (i think that is where is is)
