Honey pool doesn't work for fishing.
The pool is 25 blocks in width and 7 blocks in depth. It's in a jungle biome. Why can't I catch any fish in it?

Edit: I am an idiot. You have to beat Queen Bee first.

you need 300 at least to not incur the fishing power penalty
