Basically, make sure the bobber on the end of your line is somewhat visible. Gotta see it if you wanna reel in anything.
Basically, fishing power and bait power only determine what you'll fish. Higher Fishing/Bait power usually results in you fishing up more crates/quest fish than normal fish/junk.
You'll only manage to reel in something if you see the lure/bobber/whatever the hell its called moving quickly in the water. Thats when you click and reel in the fish.

Also, what the two previous posts have said. Line Breaks can happen, although I've actually only encountered it once or twice (granted, I only fish until I get a Reaver Shark and in hardmode, a Toxicarp is its Corruption)
