If you did interact with him, thus becoming a respawnable NPC, he teleported to valid housing during night (or rain).
thanks! I will try that! Maybe I have just been unlucky and he has kept teleporting to the other ocean.
The Angler spawns like any other (enemy) NPC. Chances are he'll spawn at the same ocean you are currently at.
The only requirement is as long as you are in any surface Ocean biome and there is still place for enemies to spawn, he can arrive.
thanks, I do have some of the ocean covered with platforms, is that keeeping him froms pawning on that side?
